It means that by using pre-emptive "righteous" violence (the U.S. kind) to put an end to terrorizing bad violence (the evil doer kind) a peaceful tyranny-free world will be realized.
So because remaining sexually pure in my marriage is a priority for me, in the spirit of the Bush doctrine, I'm going to go screw (and then kill) as many prostitutes as possible so there won't be any more prostitutes left. Of course, the minute I screw and kill one, another one pops up, damn.
That's what it means. When's the next flight out of this "American" experiment?
